Keep at it, your luck will turn one up eventually. I'd killed about 300 before I finally saw a 5-Medium and then I blew the shot. It sucks to miss a diamond by 1 or 2 points but that's how it might turn out. So, when you do get a 5-Medium Black Tail to spawn it might not turn out to be a diamond. They also created more max level animals that are not diamonds than they did those that are. That aside, only about 1-2 % of the total number of models for Black Tails created by the Devs were designed to be diamonds. To believe otherwise is an attempt to apply logic to a random process.

For best results set up a tripod then crawl or sneak to it from your tent (mine are usually set up about 80 meters from the tripod and the tripod I set roughly 70 meters or more from where I expect the deer to be when they are using the need zone). Fast traveling to tents can spook diamonds within 150 meters into the next time zone. I've found more diamond Black Tails between 0600-0700 than at any other time.
